Proficiency testing

Proficiency testing (PT) is an evaluation of the performance of participants according to established criteria through interlaboratory comparisons. [Source: ISO / IEC 17025: 2017, 3.5].

Interlaboratory comparison is the organization, implementation and evaluation of measurements or tests on the same or similar objects by two or more laboratories under predefined conditions. [Source: ISO / IEC 17025: 2017, 3.3].

The role of proficiency testing

Proficiency testing is one of the important tools of accreditation bodies, administration agencies and customers to assess the technical competencies of laboratories, laboratories and calibration laboratories (hereinafter referred to as laboratories – laboratories) and assist laboratories in quality control activities as well as demonstrate technical competence to interested parties.

The need for proficiency testing

1. The laboratory wants to demonstrate the technical capacity to meet the requirements of ISO / IEC 17025: 2017

Ensuring the validity of the test results is a mandatory requirement when the laboratory wants to demonstrate the technical capacity to meet the requirements of ISO / IEC 17025: 2017 General provisions on the capacity of testing laboratories and calibaration. 2. The laboratory wants to be a testing organization appointed by the administration agency

According to Point b), Clause 1, Article 18a of Decree No. 74/2018 /ND-CP issued on May 15, 2018, amending and supplementing a number of articles of Decree No. 132/2008 / ND-CP on December 31, 2008 of the Government implement the detail of a number of articles of the Law on Product and Goods Quality: The laboratory must conduct proficiency testing or interlaboratory comparisons with the testing method of assigned registeration products.

3. The food laboratory wants to be appointed as a testing facility serving the state management of food safety

According to Clause 5, Article 5. Requirements on capacity of food testing facilities serving state management in Circular No. 20/2013 / TTLT-BYT-BCT-BNNPTNT issued on August 1, 2013 (Regulations of the conditions and order of procedures for appointing food testing establishments to serve the state management), the laboratory must have: Proficiency testing results or interlaboratory comparisons qulified at least one appointed registration criteria.

The proficiency testing programs organized by National Institute for Food Control

Proficiency testing / interlaboratory comparisons are conclusive evidence of the laboratory's technical competence when participating in programs provided by proficiency testing organizations with appropriate competence as required by ISO / IEC 17043:2010.

To assist laboratories in self-assessing the capacity, accuracy and reliability of test results, the National Institute for Food Control regularly organizes proficiency and comparison testing programs. inter-room since 2010. In 2017, the NIFC has been recognized by the American Association for Laboratory Accreditation (A2LA) the capacity of organizing proficiency testing appropriatedto the requirements of ISO/IEC 17043:2010 with Certificate No. 4254.01 issued on May 15, 2017.

Security

All participation information in the proficiency testing programs of participating laboratories is confidential by the National Institute for Food Control. The information on the report related to the participating laboratories is shown by control code. The INIFC only provides participation information requested bytheadministration agencies and experts of accreditation body when performing audit ISO/IEC 17043 at the NIFC’s laboratory.
